The Thieves are a group of underworld leaders. Throughout the slums of Imardin they control and operate a network of tunnels, known as the Thieves Road. It covers most of the city, and even joins up to the Guild's underground passages. The underground passages however don't cover the entirety of the Inner Circle.

Thieves are known for making deals with people who are in need of money or other services. They each control territory in Imardin, where they collect protection money, control businesses and exert influence. Despite the fact that Thieves usually respect one another's territory, bloodshed is common during times of weakness and crisis, such as succession crisis where one Thief takes another's place. Those who do business with the Thieves are referred to as clients and those who betray them they are known as squimps and usually do not survive for very long.
